On the basis of NIA probe, a Mumbai court on Wednesday convicted six accused who were found to be circulating FICNs in India. It is the first conviction in a FICN case anywhere in the country under the Unlawful Activities (Prevention) Act, which is basically an anti-terror legal framework.
During the probe we got samples of FICNs seized in
The SPMCIL expert report opined the FICNs and Pakistani currency note have most of the pivotal parameters – like density of paper, wax pick quotient, poly vinyl alcohol, PH value – similar to each other and that led to a conclusion that Pakistani government presses are printing FICNs.
Some of the FICN recoveries were made from Pakistani terrorists in Jammu and Kashmir, indicating a terror angle.
The present case, supervised by NIA DIG Sajid Farid Shapoo, was originally busted by the Maharashtra Anti-Terrorism Squad in June 2009 with the recovery of FICNs to the tune of around Rs. 4 lakh. But due to its national and international ramification the probe was handed over to the NIA by the Union home ministry.
Points to note:
-Wax pick quotient of FICNs and Pakistani note is 18A
-PH value is also same, to tune of 5 to 5.5
-Surface sizing is similar
-Even the security thread was also present, which appeared to be inserted at the time of prining
-Experts said similar manufacturing process was used for FICN and Pak currency notes
-The sophistication in FICN can only come through a government press
